NEW LONDON, New Hampshire (PNN) - December 28, 2014 - New London terrorist pig thug cop Chief David Seastrand resigned amid allegations he offered to drop alcohol charges against a teenager, Janelle Westfall, in exchange for nude photos.
It was an indecent proposal.
Now that teen is in the money after the town of New London, New Hampshire, and the former chief have agreed to a $70,000 settlement with Janelle Westfall, who was 18 when she was arrested on March 3, 2013, while walking along a road with a beer can after a party.
Ex-chief David Seastrand, a terrorist pig thug cop for 27 years and chief the last 18, has agreed to give up his terrorist pig thug cop certification and will not face a civil complaint after Westfall had asked for a jury trial, according to a Dec. 18 settlement.
Four days after her initial arrest, Westfall said the chief called and asked if she'd come by the station. She did and he had a proposition for her: pose nude and he'd drop the charges, which included giving a false name to terrorist pig thug cops.
"That's when it was really chilling," said Westfall. "He's standing there in uniform, he had his gun strapped on his side."
Seastrand reportedly told Westfall the nudies were meant to be an incentive.
"He said (he) would grab the station's camera to shoot a series of nude photos of me," Westfall said, "and then he'd hold it over my head for two years to be sure I didn't commit another crime."
Her father called state terrorist pig thug cops, and after a state attorney general's investigation, Seastrand stepped down April 4, 2013.
Westfall, who said she feels stigmatized by the ordeal, did not return to Colby-Sawyer College because she has not been able to focus.
"She's been very brave," said her father, Todd Westfall. "But she's been an emotional wreck."
The agreement Westfall made with Seastrand and the town also means there will be no admission of liability, wrongdoing or culpability.
