WASHINGTON - April 20, 2009 – A sweeping government policy for all new births in the United States has just passed the House of Representatives and is now headed to the Senate. The Mother’s Act (H.R.20) , if passed, will mandate that all new mothers be screened by means of a list of subjective questions that will determine if each mother is mentally fit to take her newborn home from the hospital.

Yet the person asking it is Simon Johnson, former chief economist at the International Monetary Fund and a professor at the Sloan School of Management at the Massachusetts Institute of Technology. In an article in the May issue of Atlantic Monthly, Prof. Johnson compares the hold of the “financial oligarchy” over U.S. policy with that of business elites in emerging countries. Do such comparisons make sense? The answer is yes, but only up to a point.
