PERSONAL FREEDOM AND INDIVIDUAL LIBERTY REFORM ACT OF 2007
FINDINGS.
WHEREAS, the united States of America was founded on the principle of freedom and self-rule, guaranteeing to each state a republican form of government; and
WHEREAS, the Founding Fathers clearly established our system of government for a “just and moral” people; and
WHEREAS, the American people of today have shown themselves to be immoral and unjust, caring for nothing but themselves, just like the cowardly colonials who did not fight during the American Revolution, but rather reaped the benefits of the victories won by those who fought and died; and
WHEREAS, the American people have thereby chosen to turn away from the system of government originally established in the united States of America; and
WHEREAS, individual liberty and personal freedom require the individual exercising these natural rights to act with responsibility and morality;
THEREFORE, the Congress of the United States does hereby adopt the following joint resolution.
SECTION 1.
SHORT TITLE: Personal Freedom and Individual Liberty Reform Act of 2007.
The House of Representatives and the Senate of the United States do hereby enact the following:
SECTION 2. Title 18 of the United States Codes is hereby amended by adding the following section:
Sect. 666
Part I.
a) The Department of Moral Evaluation is hereby established, to be administered by a Board consisting of not less than five, appointed by the President for a period of six years.
b) The President shall fill any vacancies on the Board as fast as possible.
c) The Board shall act independent of Executive, Legislative, or Judicial authority. Actions taken by the Board on behalf of the Department shall not be subject to review or oversight.
Part II.
a) Every person shall apply to the Department once each year, and shall thereafter receive an official rating between 1-100, reflecting the person’s degree of morality. This rating shall become part of the person’s permanent record.
b) Higher numbers indicate a greater degree of morality.
c) Ratings shall be valid for twelve months.
d) Every person shall renew his or her Department rating once a year.
Part III.
a) A person’s Department rating will be used to establish eligibility to freely exercise certain rights and/or liberties, as determined by the Board.
b) The Board shall publish, within 180 days of passage of this Bill, rules, procedures, and policies for the Department, standards for conducting evaluations, a comprehensive list of rights and liberties governed by the Department, a system for establishing ratings, and a system for imposing penalties for violations.
Part IV.
a) It shall be a violation for any person to engage in unauthorized activities, or activities for which that person lacks the appropriate Department rating.
b) Violations of paragraph (a) shall result in fine, or imprisonment, or both, as determined solely by the Board.
CONCLUSION. It is the sincere hope of Congress that the American people will one day soon, show a resurrected display of morality, so that Congress can then consider repealing this legislation, which is unfortunately needed at this time.
DEFINITIONS. When used in this Bill, the following definitions apply:
a) Department means the Department of Moral Evaluation.
b) Board means the Board of Directors of the Department of Moral Evaluation.
c) Person means anyone subject to this legislation.
